The Centers for Medicare and Medicaid Services (CMS) defines clinical measures as “standards for evaluating and improving the quality, safety, efficiency, and effectiveness of health care.” They are meant to be used as tools for clinical improvement by providers, health plans, and other stakeholders in the healthcare system.
